Summary of Engrossed House Bill No. 2596

• Amends 57 O.S. 2011, Section 582 to expand the Sex Offenders Registration Act to include additional criminal offenses involving sexual crimes, including trafficking of minors for commercial sex.

• Applies registration requirements to persons convicted (or receiving suspended sentences/probation) after November 1, 1989 of specified offenses under Title 21 of Oklahoma Statutes, including Sections 681, 741, 748, 843.1, 852.1, 865 et seq., 885, 886, 888, 891, 1021, 1021.2, 1021.3, 1024.2, 1040.12a, 1040.13, 1040.13a, 1087, 1088, 1111.1, 1114, and 1123.

• Extends registration requirements to persons convicted in other states, federal courts, tribal courts, military courts, or foreign courts for crimes that would constitute a qualifying offense in Oklahoma.

• Requires persons registered under Section 741 (without sexual abuse or sexual exploitation elements) to be summarily removed from the Sex Offender Registry upon the act's effective date.

• Becomes effective November 1, 2014.
