• Amends 11 O.S. 2011, Section 22-111 regarding municipal authority to clean property and mow weeds/grass within city limits.

• Modifies notice procedures by requiring municipalities to obtain postal receipts confirming mailing dates and addresses, and permits alternative notice methods (posting or publication) if property owner cannot be located within 10 days.

• Changes contract award language from "lowest and best bidder" to "that provides the lowest and best bid to the municipality" and establishes lien assignment procedures allowing liens to be assigned to the winning bidder.

• Allows municipalities or their assignees to pursue civil remedies for collection using the same valuation standards applied to tax collector actions, rather than limiting collection to county tax collection methods.

• Effective date: November 1, 2014.
