HB 2608 Summary

• Amends 63 O.S. 2011, Section 2-415, modifying penalties for trafficking in illegal drugs including marijuana, cocaine, heroin, amphetamine, LSD, PCP, cocaine base, and MDMA

• Establishes specific quantity thresholds for each controlled substance that trigger trafficking charges, with higher penalties for larger quantities and "aggravated trafficking" designations

• Increases prison sentences to not less than twice the term in Section 2-401 for first offenders, three times for those with one prior trafficking or felony drug conviction, and 20 years to life for those with two or more prior convictions

• Requires a mandatory minimum of 15 years imprisonment with 85% serving requirement for aggravated trafficking convictions, with limited eligibility for earned credits and parole
