• Amends the definition of "regular annual compensation" under the Teachers' Retirement System of Oklahoma (70 O.S. 2011, Section 17-101)

• Excludes compensation for clinical related activity performed for Oklahoma State University Center for Health Sciences (OSU-CHS) Professional Practice Plan from the definition of compensation used for retirement benefit purposes and contributions

• Previously only excluded clinical activity from the University of Oklahoma Health Sciences Center (OUHSC) Professional Practice Plan; this bill extends the same exclusion to OSU-CHS

• Becomes effective November 1, 2014

• Classified as a nonfiscal retirement bill under the Oklahoma Pension Legislation Actuarial Analysis Act
