• Amends the Oklahoma Refinery Revitalization Act (27A O.S. 2011, Section 2-16-106) to streamline the refinery facility permitting and authorization process in Oklahoma.

• Designates the Department of Environmental Quality as the lead state agency to coordinate all applicable state and federal authorizations and environmental reviews for prospective refinery facilities.

• Establishes a mandatory preapplication process requiring state agencies to communicate with prospective applicants within 60 days regarding approval likelihood and key concerns, with draft permits to be completed within 6 months.

• Replaces the review panel appeal process with direct authority to the Secretary of Energy and Environment (or successor cabinet secretary) to hear appeals when state agencies deny authorization or miss established deadlines, with decisions required within 60 days.

• Becomes effective November 1, 2014.
