HB 2655 Summary

• Requires teacher preparation programs to include instruction in English Language acquisition and teaching methods and strategies for English Language Learners as part of preservice curriculum.

• Prohibits school districts from employing or assigning teachers as English as a Second Language or English Language Learner teachers unless they are licensed or certified to teach English as a Second Language, effective July 1, 2015.

• Mandates annual professional development training in English Language Learner instructional services for all teachers assigned to serve as ESL or ELL teachers in school districts with ELL students.

• Amends teacher preparation competencies to include study of English Language acquisition methods alongside existing requirements for substance abuse, mental illness, classroom management, and safety training.

• Becomes effective July 1, 2014, with emergency declaration for immediate implementation.
