Amends 47 O.S. 2011, Section 2-110 to clarify that audio and video recordings of the Department of Public Safety are not confidential beyond exceptions in the Oklahoma Open Records Act.

Modifies 51 O.S. 2011, Section 24A.3 to remove audio and video recordings from the definition of records excluded from public disclosure under the Oklahoma Open Records Act.

Requires law enforcement agencies to make available for public inspection and copying audio and video recordings from equipment attached to law enforcement vehicles and body-worn cameras, with allowances to redact depictions of death, nude persons, and minors under 16 years old.

Permits law enforcement agencies to redact officer identities in recordings during internal investigations, but requires unedited recordings be available for public inspection upon conclusion of the investigation or if the process takes an unreasonable amount of time.

Becomes effective November 1, 2014.
