Establishes a one-year provisional certificate for teaching mild-moderate or severe-profound disabilities requiring a bachelor's degree, school district or institution recommendation, 150 clock hours of special education training, and criminal background check.

Allows renewal of provisional certificates for two additional one-year periods upon completion of at least 6 credit hours of coursework annually in nontraditional certification or master's degree programs in special education.

Enables issuance of standard certificates in mild-moderate or severe-profound disabilities after completing the provisional period, finishing required coursework within 3 years, and passing subject area competency examinations.

Permits individuals holding these certificates to satisfy "highly qualified teacher" requirements for early childhood or elementary education by passing relevant examinations, without requiring full early childhood or elementary education certification.

Extends standard certification in mild-moderate or severe-profound disabilities to individuals with alternative certifications in early childhood, elementary education, or core academic areas (excluding paraprofessionals) upon passing competency examinations.
