Amends 21 O.S. 2011, Section 1290.5 of the Oklahoma Self-Defense Act relating to handgun license terms and renewals.

Extends the grace period for handgun license renewals from 30 days to 90 days after the expiration date.

Allows applicants up to 3 years from license expiration to complete renewal requirements, after which the license is considered expired.

Maintains renewal fee of $85.00, payable by credit card, electronic funds transfer, cashier's check, or money order.

Effective date: November 1, 2014.
