Changes county election years by moving the general elections for court clerk, county sheriff, and county clerk from November 1976 to November 2014, and every four years thereafter

Establishes a 12-year term limit for county officers (court clerk, county sheriff, county clerk, county assessor, county treasurer, and county commissioners) elected after the effective date

Years of service are cumulative across multiple county offices and include non-consecutive terms, but partial terms filling vacancies do not count toward the 12-year limit

Officers already serving or elected to serve on the effective date may complete their current term and serve an additional 12 years thereafter

Becomes effective July 1, 2014, with an emergency declaration
