Amends 63 O.S. 2011, Section 1-2503 to modify definitions in the Oklahoma Emergency Response Systems Development Act related to ambulance services and emergency medical services.

Requires licensed Emergency Medical Services to conduct Quality Assurance reviews of operations and medical care provided in accordance with standards developed by EMS Administration and Medical Control.

Makes EMS Quality Assurance review proceedings and records confidential and not subject to disclosure by subpoena, the Oklahoma Open Meeting Act, or the Oklahoma Open Records Act.

Amends Section 1-2515 to authorize EMS Regions, Ambulance Service districts, and municipalities to regulate and control ambulance service transports within their jurisdictions through ordinance, with competitive bidding requirements for non-governmental sole-provider contracts.

Effective date: November 1, 2014.
