• Amends 63 O.S. 2011, Section 1-1920 regarding protection of resident funds in facilities and homes

• Requires facilities/homes to reserve at least $25 per month from each resident's income as a personal needs allowance

• Mandates facilities maintain separate accounts for resident funds, provide written statements of resident rights, and furnish itemized financial statements upon request

• Adds new requirement for State Auditor and Inspector to perform random audits of client trust accounts at each facility or home

• Effective date: November 1, 2014
