Amends Oklahoma law (57 O.S. § 138) regarding earned credits for inmates in state correctional institutions that reduce sentences based on class level assignments and program participation.

Prohibits earned credit deductions for inmates serving life sentences, inmates with prior felony convictions, inmates serving sentences for crimes resulting in death of law enforcement or Department of Corrections employees, and inmates referred to intermediate revocation facilities for probation violations.

Maintains four class levels (1-4) for inmates with monthly credits ranging from 0 to 60 depending on class and prior criminal history, plus additional achievement credits for educational accomplishments and program completion.

Requires adjustment review committees to evaluate inmate class level status at least every four months, with established performance evaluation standards (Outstanding, Excellent, Good, Fair, Poor).

Takes effect November 1, 2014.
