• Expands the definition of "public construction contract" to clarify requirements when public tax revenues fund leased improvements, limiting public tax expenditure to 25% of total project cost and requiring voter approval and a fixed amount resolution from the governing body.

• Changes the time limitation for taxpayers and unsuccessful bidders to challenge public construction contracts from 10 days to 15 business days after contract execution.

• Becomes effective November 1, 2014.
