• Amends 4 O.S. 2011, Section 30.6 regarding animal shelter and commercial pet breeder licensing requirements under the Commercial Pet Breeders and Animal Shelter Licensing Act.

• Changes license validity dates so commercial pet breeder licenses expire July 1 each year, while animal shelter operator licenses expire January 1 each year (previously both had the same expiration date).

• Requires separate licenses for each facility where animals are kept, with thresholds for individual licensing when facilities are shared (11+ intact females for breeders; 10+ cats and dogs for shelters).

• Sets animal shelter license and renewal fees equal to the fee charged for commercial pet breeders with 11-20 intact female animals.

• Effective July 1, 2014, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
