House Bill 2771 Summary

• Directs the State Board of Education to request a modification to Oklahoma's Elementary and Secondary Education Act (ESEA) Flexibility Request to delay implementation of the A-F School Grading System for not less than 3 years.

• Requires the Board to readopt the Academic Performance Index (API) that was in effect prior to July 1, 2013 as an interim measure of school performance during the delay period.

• Mandates the State Board of Education to reevaluate the A-F School Grading System design, components, methodologies, and formula through public meetings and stakeholder input from schools, higher education institutions, and the public.

• Delays implementation of annual Oklahoma School Testing Program report requirements under the A-F grading system, contingent upon approval of the ESEA Flexibility Request modifications by the U.S. Department of Education.

• Becomes effective July 1, 2014, with an emergency declaration for immediate implementation.
