Amends Oklahoma law to allow students with Individualized Education Programs (IEPs) under the Individuals with Disabilities Education Act (IDEA) who are assessed using alternate achievement standards to graduate with a standard diploma under two alternative pathways.

First pathway: Students can graduate after failing standard requirements if they obtain teacher recommendation, complete remediation, retake exams if required by IEP, maintain at least a C average, and meet all other district graduation requirements.

Second pathway: Upon parent or guardian request, school districts may exempt IEP students from standard graduation requirements if they demonstrate acquired knowledge through alternate measures, complete remediation opportunities, and meet all other graduation requirements.

Effective July 1, 2014, with emergency clause allowing immediate implementation upon passage and approval.

Modifies 70 O.S. 2011, Section 1210.523 regarding mastery of state academic content standards required for standard diploma graduation.
