Amends the Reading Sufficiency Act to establish a mandatory appeal process for students in third grade who do not meet academic reading requirements and are not eligible for good-cause exemptions, effective with the 2014-2015 school year.

Appeals may be based on hardship or extenuating circumstances and require agreement from the student's teacher, parent/guardian, principal, and reading specialist (if assigned); the school board must decide within 45 days.

Students granted an appeal and promoted to fourth grade must receive intensive reading instruction with specialized diagnostic information and research-based reading strategies during an altered instructional day.

Replaces obsolete language throughout the statute, changing references from "Priority Academic Student Skills (PASS)" to "state curriculum standards."

Declares an emergency, making the act effective immediately upon passage and approval.
