• Amends 70 O.S. 2011, Section 2604 to limit Oklahoma Higher Learning Access Program (OHLAP) awards for courses or units that students drop after the add/drop deadline established by the institution.

• Requires adjustment of the next payment made on behalf of a student by subtracting an amount equivalent to tuition paid for any dropped course or unit.

• Directs the Oklahoma State Regents for Higher Education to establish a waiver process allowing students to apply for relief from repayment requirements based on hardship criteria established by the Regents.

• Exempts students who received OHLAP benefits prior to the 2014-2015 school year from the new repayment requirements.

• Maintains existing provisions regarding award limits based on degree requirements, time limits (5 years from first semester), military service extensions, and priority for continuing eligible students.
