Amends 47 O.S. 2011, Section 4-104 regarding damaging or tampering with vehicles and implements of husbandry

Establishes tiered felony and misdemeanor penalties based on the value of damage: misdemeanor for losses up to $1,000; felony for losses between $1,000-$25,000; felony for losses exceeding $25,000

Increases penalties to felony status (up to 5 years imprisonment) for repeat offenders with two or more prior convictions under this section, regardless of damage value

Maintains existing misdemeanor penalties for tampering with unattended vehicles without causing significant damage (up to 1 year in county jail and $5,000 fine)

Effective date: November 1, 2014
