HB 2792 Summary

• Directs the Department of Human Services to conduct a competitive bidding process (request for proposal) pursuant to The Oklahoma Central Purchasing Act for operation of the Oklahoma Marriage Initiative before the current contract expires

• Requires the Oklahoma Marriage Initiative to reorganize and refocus on direct promotion of marriage, not just healthy relationships, with increased funding for public advertising promoting marriage

• Mandates the Initiative adopt a statistically valid, measurable longitudinal data study to track outcomes and evaluate effectiveness in promoting marriage and preventing divorce and cohabitation without marriage, with annual reporting to the Legislature

• Requires the State Auditor and Inspector (or designee) to conduct independent annual financial and performance audits of the Initiative and report findings to the Department of Human Services and Legislature

• Becomes effective November 1, 2014
