HB 2795 - Schools Summary

• Amends 70 O.S. 2011, Section 1210.523 to establish a waiver process allowing school districts to exempt up to 2% of twelfth-grade students annually from state academic content standard mastery requirements.

• Requires school districts implementing the waiver process to submit a written explanation of necessity prior to implementation and annual reports to the State Board of Education documenting the number of students exempted.

• Allows students exempted through the waiver process to graduate from high school with a standard diploma despite not meeting the standard end-of-instruction test proficiency requirements in Algebra I, English II, and two additional designated subjects.

• Effective date is July 1, 2014, with an emergency declaration allowing immediate implementation upon passage and approval.
