• Enacts the "Federal Receipts Reporting Requirements Act" to establish procedures for tracking and reporting federal funds received by state agencies and political subdivisions

• Requires designated state agencies and political subdivisions to submit annual reports by October 31 detailing federal receipts received, federal appropriations, percentage of federal funding in total budgets, and contingency plans for 5% and 25% reductions in federal funds

• Directs the Office of Management and Enterprise Services to compile and summarize agency reports by November 30 each year and submit findings to legislative appropriations committees by December 1

• Authorizes House and Senate appropriations committees to recommend reducing/eliminating appropriations, take no action, or take other approved actions based on the federal funding dependency reports

• Effective date July 1, 2014, with an emergency clause allowing immediate implementation upon passage and approval
