HB 2831 Summary

• Creates a real property trust for the Department of Mental Health and Substance Abuse Services to hold all real property owned by or for the benefit of the Department

• Prohibits the sale of property held in trust except for specified tracts in Sections 20 and 29, Township 9 North, Range 2 West, Cleveland County, Oklahoma, which may be sold if trustees and Department determine it is in the Department's best interests

• Requires proceeds from any authorized property sale to be used exclusively for tangible infrastructure improvements that benefit persons serviced by the Department

• Prohibits using real property held in trust to fund prevention, mental health, or addiction treatment services

• Becomes effective November 1, 2014
