Bill Summary: HB 2841 - Wildlife Conservation Passports

• Authorizes the Oklahoma Wildlife Conservation Commission to establish two types of special use permits designated as "Annual Wildlife Conservation Passport" and "Three-Day Wildlife Conservation Passport" for access to Commission-owned land.

• Allows the Commission to assess fees of not more than $1.00 above the cost of an annual resident hunting/fishing license for the Annual Passport and not more than $15.00 for the Three-Day Passport.

• Exempts from passport requirements persons with valid Oklahoma fishing, hunting, or combination licenses; lifetime licenses; senior citizen or disability licenses; persons under 16 years of age; and participants in pre-approved educational activities.

• Authorizes arrested violators to purchase a temporary 30-day substitute license ($50 for residents, $90 for nonresidents) in lieu of posting bond.

• Directs all passport fees and substitute license fees to be deposited into the Wildlife Conservation Fund for wildlife development, management, preservation, and protection; effective November 1, 2014.
