Amends 22 O.S. 2011, Section 472, known as the "Anna McBride Act," relating to mental health court programs.

Allows district or municipal courts to establish mental health court programs for nonviolent offenders with mental illness, developmental disability, or co-occurring mental illness and substance abuse disorders, subject to funding availability.

Excludes offenders charged with violent crimes or those with prior felony convictions for violent offenses; district attorney approval required for program entry.

Requires mental health court judges to use progressive sanctions and incentives rather than immediate removal for violations, except when revocation is necessary; any revocation requires notice and a hearing.

Effective date: November 1, 2014.
