HB 2906 Summary

• Oklahoma Health Care Authority shall conduct a study of emergency department diversion models for Medicaid-enrolled persons that could be implemented statewide.

• Study must assess current Medicaid emergency department utilization, identify opportunities to partner with community health centers and state health/mental health departments, and analyze current initiatives to reduce unnecessary emergency department usage.

• Study must include feasibility analysis of other states' approaches with consideration of Oklahoma infrastructure and required Centers for Medicare and Medicaid Services (CMS) authorization.

• Study must develop recommendations with projected expenditures or cost savings and be delivered to the chairs and vice chairs of the Senate Health and Human Services Committee and House Public Health Committee by December 31, 2014.

• Act becomes effective July 1, 2014, with an emergency declaration allowing immediate implementation.
