Amends 62 O.S. 2011, Section 34.36 to modify state agency budget reporting requirements and shared services provisions.

Requires the Office of Management and Enterprise Services Director to publish a shared services cost-performance assessment report by January 1 documenting the cost for each state agency's provision of shared services.

Directs the ten state agencies with the lowest performance rankings to enter into contracts with the Office of Management and Enterprise Services for shared financial services, provided cost savings or efficiencies can be documented.

Allows state agencies to discontinue using shared services if they demonstrate they can provide services at lower cost than the shared services contract.

Defines "shared services" as process, resource utilization or action as defined by administrative rule; excludes Oklahoma State Regents for Higher Education and institutions within The Oklahoma State System of Higher Education from these requirements.

Effective date: July 1, 2014, with emergency clause for immediate effect upon passage and approval.
