Amends 74 O.S. 2011, Section 85.58A to modify the Office of Management and Enterprise Services' comprehensive professional risk management program for state agencies and other entities

Director of the Office of Management and Enterprise Services may hire or contract for a Risk Management Administrator to supervise the program, with administrator serving in unclassified service if appointed as state employee

Risk Management Administrator shall evaluate insurance coverage needs for state agencies and other entities, with authority to negotiate insurance coverage and services in conjunction with State Purchasing Director

Expands program to allow Risk Management Administrator to provide liability insurance for state agency directors, officers, and employees for constitutional and statutory rights violations occurring within scope of service, with coverage in excess of limits under The Governmental Tort Claims Act

Becomes effective January 1, 2015
