• Amends the Student Data Accessibility, Transparency and Accountability Act of 2013 to clarify definitions and restrict student data collection, storage, and sharing practices.

• Prohibits linking individual student data across education levels (early childhood, K-12, postsecondary/workforce) and with state agency data outside the Department of Education.

• Requires school districts to obtain annual signed parental consent forms for any release of individual student data not otherwise required by law, with districts retaining copies of signed forms.

• Prevents vendors or independent organizations from storing individual student data and prohibits educational software/applications on school devices from sharing student information with outside entities.

• Prohibits the State Board of Education from entering agreements that cede state control over academic standards, assessments, or data systems, and requires amendment of existing agreements that violate this restriction; effective November 1, 2014.
