Amends 74 O.S. 2011, Section 840-2.14 to modify human resource cost management reporting requirements for state agencies, boards, and commissions.

Eliminates semiannual reporting requirements for reallocation decisions and position establishment transactions, replacing them with annual electronic reports on career service positions and transactions only.

Removes requirement to submit analysis reports to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives.

Maintains existing provisions allowing the Governor to declare financial emergencies or hiring freezes and suspend agency-requested position audits during such periods.

Effective date: November 1, 2014.
