• Removes obsolete "Priority Academic Student Skills (PASS)" language and replaces with "state curriculum standards" throughout the Reading Sufficiency Act.

• Adds exemption in § 1210.523 allowing twelfth-grade students to be exempt from end-of-instruction test requirements if results are not returned by June 1 of the testing year.

• Requires intensive reading instruction for students promoted despite reading deficiency, including specialized diagnostic information and research-based reading strategies.

• Declares an emergency effective date for immediate implementation upon passage and approval.
