Creates the "County Fleet Vehicle Compressed Natural Gas Conversion Cost Revolving Fund" to help county circuit engineering districts offset costs of converting fleet vehicles to compressed natural gas.

Establishes equal distribution of fund monies among Oklahoma's 77 counties, with each county receiving a proportionate share of available resources.

Directs a 5% apportionment of gross production tax revenues from natural gas and oil at specific tax rates to the revolving fund for fiscal years ending by June 30, 2019.

Requires conversion equipment to be new, installed by certified alternative fuels technicians, and to meet Federal Motor Vehicle Safety Standards or motor carrier regulations.

Fund provisions expire July 1, 2019, and are limited to acquisition costs of county fleet vehicles only.
