Amends Oklahoma law to expand definitions and penalties related to explosives, explosive devices, and incendiary devices across multiple statutes (21 O.S. §§ 849, 1320.10, 1368, 1441, 1767.1-1767.3 and 63 O.S. § 121.1)

Increases criminal penalties for possessing explosives as a felon from maximum 10 years to 20 years imprisonment and clarifies that intent requirement is removed from possession statute

Expands prohibited conduct to include manufacturing, selling, transporting, and possessing explosive devices and components with knowledge they could be used to injure persons or damage property

Adds definitions for "explosive device," "incendiary device," "component parts," and "simulated bomb" to clarify scope of explosives-related offenses
