Amends 68 O.S. 2011, Section 3903 to modify the definition of "establishment" under the Small Employer Quality Jobs Incentive Act by removing population restrictions for certain industries.

Eliminates the requirement that establishments be located in counties with populations of 200,000 or fewer persons, or in "opportunity zones," for businesses classified as research and development (NAICS 541710) or testing laboratories (NAICS 541380).

Research and development and testing laboratory businesses are now eligible for incentives regardless of county population size under the Small Employer Quality Jobs Incentive Act.

Effective date set for July 1, 2014, with an emergency clause allowing the act to take effect immediately upon passage and approval.
