• Amends the Oklahoma Self-Defense Act (21 O.S. 2011, Sections 1290.10 and 1290.11) to modify handgun license eligibility requirements

• Removes illegal drug use or possession as a mandatory permanent preclusion from handgun licensing, replacing it with a temporary 10-year preclusion period from completion of sentence

• Adds misdemeanor conviction relating to illegal drug use or possession as a new temporary preclusion condition with 10-year waiting period, defining "date of completion of a sentence" as when all incarceration, probation, and parole are finished

• Updates statutory references and clarifies existing preclusion conditions related to mental health commitments, domestic abuse violations, and other criminal offenses

• Effective date: November 1, 2014
