Amends Oklahoma Telecommunications Act of 1997 (17 O.S. 2011, Sections 139.102 and 139.109) to add definition of "not-for-profit mental health and substance abuse facility"

Defines eligible facilities as those operated by the Department of Mental Health and Substance Abuse Services or certified as a Community Mental Health Care Center, Community-Based Structured Crisis Center, or Community Comprehensive Addiction Recovery Center

Makes not-for-profit mental health and substance abuse facilities eligible to receive one free telecommunications line or wireless connection for telemedicine and clinical health consultation services, with reimbursement from Oklahoma Universal Service Fund

Facilities cannot bill the Oklahoma Universal Service Fund for Internet subscriber fees or charges incurred through Internet services
