Designates the portion of U.S. Highway 81 from Starlite Drive to County Road E780 as the "President Ronald Reagan Memorial Highway"

Designates the portion of U.S. Highway 60 between County Roads N2090 and N2070 as the "Charles 'Chub' Shaw Memorial Highway"

Establishes five additional memorial highways and bridges honoring individuals: the 2nd Lt. Joe Lee Cunningham Memorial Highway (State Highway 70B near Kingston), Fire Chief Nolan Schmidt Highway (State Highway 58 near Interstate 40), and Warrior Highway (State Highway 113 in Coal County)

Designates three memorial bridges: Sheriff Frank Phillips Memorial Bridge (State Highway 18 over Cimarron River near Cushing), Airman Kamenski D. Watson Memorial Bridge (Interstate 35 over NW/NE 27th Street in Cleveland County), and Wayne Chandler, Sr., Memorial Bridge (Interstate 35 over NE 50th Street in Oklahoma County)

Establishes the Veterans Memorial Highway and Ethel Hedgement Lyle Memorial Highway along State Highway 9 near Eufaula, plus the J.C. Malcolm Memorial Bridge over Buggy Creek on State Highway 37 near Minco; requires the Department of Transportation to place permanent markers on all designated routes and became effective November 1, 2014
