• Requires the Director of the Office of State Finance to oversee the program, select qualified vendors through request for proposal process, and ensure vendors provide an initial fee-free period of at least 12 months before charging fees.

• Mandates state agencies submit monthly utility data and annual reports on program progress and cost savings to the Director, while allowing agencies to pursue separate performance-based efficiency contracts for capital improvements under Oklahoma law.

• Becomes effective November 1, 2014; corrects terminology from "capitol" to "capital" in statutory language.
