HB 3052 Summary

• Amends 62 O.S. 2011, Section 34.11 to modify the duties and functions of the Division of Central Accounting and Reporting regarding state agency accounting and auditing responsibilities.

• Adds language allowing state agencies to be "specifically exempt" from Division prescribed accounting forms, systems, and procedures for administering accounts.

• Changes the requirement that vouchers supporting proposed payments be "submitted to" the Office of Management and Enterprise Services to instead be "processed by" that office for audit and settlement.

• Takes effect July 1, 2014 with emergency declared to allow immediate implementation upon passage and approval.
