HB 3101 Summary

• Increases the number of academic units required for county assessor advanced accreditation from four (4) to five (5) units.

• Creates the "County Government Modernization Revolving Fund" to be funded by a portion of documentary stamp tax revenues collected from property deed transfers.

• Redirects portions of documentary stamp tax revenues: county clerks retain 30.33%, state General Revenue Fund receives 26.67%-35% depending on fiscal year, and 26.67%-43.67% is deposited into the new County Government Modernization Revolving Fund.

• Distributes County Government Modernization Revolving Fund revenues to Oklahoma State University Center for Local Government Technology and Oklahoma Cooperative Extension Service for training, education, software, and computer modernization services for county government personnel.

• Becomes effective July 1, 2014, with emergency clause for immediate effect upon passage.
