Creates new Section 103.7 of Title 61 of Oklahoma Statutes to address fish and wildlife conservation contracts under the Public Competitive Bidding Act of 1974.

Requires Oklahoma Department of Wildlife Conservation contracts for fish and wildlife conservation projects to follow competitive bidding processes established by the Public Competitive Bidding Act of 1974.

Allows the Department to administer and award contracts of $25,000 or less directly rather than through the Construction and Properties Division of the Office of Management and Enterprise Services.

Becomes effective November 1, 2014.
