HB 3139 Summary

• Removes requirement for special elections to fill vacancies in county commissioner offices; instead authorizes Governor to appoint candidates elected in Primary or General Elections to fill unexpired terms.

• Eliminates exception in 51 O.S. 2011, Section 10 that previously exempted certain county offices from the appointment process for counties with populations exceeding 600,000.

• Requires all county office vacancies (except board of county commissioners under certain conditions) to be filled by appointment of the Governor rather than through special elections.

• Modifies procedures so that candidates elected in Primary Elections, runoff Primary Elections, or regular General Elections are appointed by the Governor to fill unexpired terms.

• Effective date: November 1, 2014.
