Creates the "Legislative Study Committee on Foreign Influence in Charter Schools" to operate until January 1, 2015, consisting of 13 members including the Superintendent of Public Instruction, bill authors, and legislators appointed by House Speaker and Senate President Pro Tempore

Requires investigation of charter school employment practices involving educators with H-1B, H-1B1, or J visas, including potential human trafficking concerns such as withheld pay, fees, visa withholding, and coerced donations

Examines whether charter schools disproportionately employ persons of one sex, race, nationality, or religion among visa-holding educators, and whether preference should be given to American citizens in hiring

Investigates whether charter school governing boards should be composed solely or predominantly of American citizens and whether schools should disclose all gifts and loans from foreign governments

Exempts the Committee from the Oklahoma Open Meeting Act; requires a final report to the Governor, Senate President Pro Tempore, and House Speaker by January 1, 2015
