Requires Oklahoma county election boards to implement computerized finger imaging (inkless finger scanning and facial photographs) for all voter registration and registration changes to verify identity and enhance security.

Prohibits law enforcement agencies from accessing the collected finger imaging data without a court order based on probable cause that a named individual is committing, has committed, or is about to commit a specific violation of law.

Allows registered voters who lack traditional identity documentation to use the finger imaging system as proof of identity when voting, provided they previously submitted images during registration.

Permits voters without proof of identity who have not submitted finger imaging records to cast provisional ballots by signing an oath, with verification requirements based on name, address, date of birth, and driver's license or Social Security number matching the registration database.

Becomes effective November 1, 2014.
