Defines "relocation permit" as a permit for outdoor advertising signs that takes precedence over municipal or county restrictions, intended to minimize Department of Transportation costs when acquiring legally erected signs

Authorizes the Department of Transportation to revoke highway advertising permits if the permit holder stops making lease payments or other compensation to the landowner where the sign is located

Effective July 1, 2014, permits may be revoked if the holder fails to construct a sign at the permitted site before the second permit expiration date

Permits may also be revoked if the Department determines the site is a discontinued sign location

Amends existing law by updating the statutory reference from Sections 1271-1285 to Sections 1271-1288 of Title 69
