HB 3158 Summary

• Amends 47 O.S. 2011, Sections 6-107 and 6-110.2 relating to driver license issuance for minors under age 18.

• Allows a notarized affidavit signed by a custodial legal parent or guardian to be submitted in place of personal appearance before a notary for restricted driver license applications.

• Applies the same notarized affidavit option to authorization forms for fingerprint imaging of unemancipated persons under 18 years of age.

• Parents or guardians who sign applications or notarized affidavits remain jointly and severally liable for damages caused by the minor's negligence or willful misconduct while driving, with limited exceptions for those maintaining financial responsibility proof.

• Effective date: November 1, 2014.
