• Deletes the requirement for the State Board of Education to adopt curriculum revisions aligned with Common Core State Standards for English Language Arts and Mathematics

• Establishes a Local Curriculum Standards Pilot Program allowing school districts to develop and adopt their own local curriculum standards instead of using state standards, beginning in the 2014-2015 school year

• Requires participating school districts to notify the State Department of Education and submit copies of their local standards; requires students to still complete competency requirements and pass criterion-referenced tests

• Allows local curriculum standards to be implemented until the 2019-2020 school year, after which the Department must compare academic performance of participating districts with comparable districts statewide and report results by October 1, 2020

• Declares an emergency, making the act effective immediately upon passage and approval
