Amends 70 O.S. 2011, Section 1210.523 regarding mastery of state academic content standards required for high school graduation in Oklahoma.

Students who attain a proficient score on Algebra I, English II, and two of five optional subject tests (Algebra II, Biology I, English III, Geometry, or U.S. History) are exempt from taking any remaining end-of-instruction tests in those optional subjects.

Expands exemptions to include students scoring at or above State Board of Education cut scores on alternative tests including ACT, SAT, Advanced Placement exams, CLEP, International Baccalaureate, ACT Workkeys, or any other Board-approved alternative test.

Students with individualized education programs (IEP) under IDEA may graduate with a standard diploma after failing required tests if they meet specified criteria including teacher recommendations, remediation completion, exam retakes, and maintaining at least a C average.

Establishes a 30-day appeal process for students denied diplomas, with the State Board of Education required to act within 45 days; Board must collect and report annual data on exceptions, exemptions, and appeals to the Governor and Legislature.
