• Prohibits OSSAA from determining eligibility for students with emergency transfers, prior transfers, or those eligible for hardship waivers unless OSSAA has adopted a written policy requiring investigations, hearings, and appeals to comply with the Administrative Procedures Act.

• Declares an emergency, making the act effective immediately upon passage and approval.
